Job Summary:At Raytheon, we are building the future of defense. The Coyote factory in the United Arab Emirates will be the first of its kind – a lean, high-velocity production center for next-generation counter-UAS technologies. We are seeking bold, execution-driven leaders to help set the standard for operational excellence in the region and beyond.
The United Arab Emirates Coyote Operations Manager will lead the establishment and operational launch of Raytheon’s new Coyote program factory in Tawazun Industrial Park. This role is responsible for developing the factory’s layout, establishing the team, and developing and standardizing processes with a strong foundation in Lean Manufacturing, CORE methods & tools, Material Resource Planning System (MRP) development, Quality Management System (QMS) adherence, and production flow optimization that meets programmatic takt, cycle time, quality, and delivery requirements.
Key Responsibilities:
Establish Factory Operations: Architect and deliver the full operational setup of the Coyote factory, including layout, documented factory processes and procedures, capacity analysis, flow systems, material strategy, and staffing plans, ensuring alignment with future-state scalability and takt-driven production. The successful candidate will support the development and deployment of an MRP system that enables the factory operations and complies with business system requirements.
Build and Inspire a High-Performance Team: Recruit, mentor, and lead an empowered operations team that is adequately trained to support low-rate and full-rate production. The successful candidate will foster a team committed to quality, continuous improvement, and program excellence with an instilled culture of accountability, real-time problem resolution, and results ownership.
Deliver Operational KPI’s: Work with Operations Leadership to define and own factory performance metrics (ex. delivery, safety, cycle time, takt adherence, quality yield, cost efficiency) ensuring all production activities meet or exceed operational, programmatic, and contractual requirements.
CORE Domain Maturity: Champion the deployment and utilization of CORE methods and tools, embedding structured operational excellence practices for process maturity (level 5), execution efficiency, manufacturing sustainability, and customer-oriented performance.
Lead Lean Systems Deployment: Embed lean principles as the factory’s operational backbone – designing flow, visual controls, standard work, takt discipline, and tiered management systems prior to go-live to create a zero-waste, high efficiency environment.
Cross Functional Alignment & Risk Management: Serve as the primary operational interface to Program Management, Engineering, Quality, and Supply Chain, proactively surfacing risks, identifying & driving solutions, and ensuring operational readiness for program success.
Qualifications:
Education: Bachelor’s degree in operations supply chain management, business administration, engineering, or a related field. Advanced degree preferred.
Experience: minimum 8 years prior relevant experience, or
an advanced degree in a related field and minimum 5 years of experience in a production environment in operations management, materials management, or logistics, with ability to work effectively in a fast-paced, dynamic environment with time-critical requirements, and preferably with new manufacturing set up and/or military programs.
Leadership: Proven operations leadership skills with experience managing in an operational setting, and ability to influence others regarding policies, practices and procedures.
Communication: Excellent communication and interpersonal skills, with the ability to build strong relationships with suppliers and internal stakeholders, and with ability to collaborate effectively in a matrixed organization.
Project Management: Strong project management skills, with the ability to manage multiple priorities, ability to use analytical tools and methods and deliver results in a fast-paced environment.
